In the past someone tried to repair the damaged brickwork by plastering the brick with concrete.

The only way to remove the bricks that have concrete on them is to remove and replace the brick.
We removed all of the approximately 500 damaged bricks.
 
We also ground out every mortar joint between the brickwork.
Next we paid close attention to the fine details as we carefully rebuilt the arch and feature brickwork.
 
Then we tuck-pointed (inserted new mortar) around all the brickwork.   The new mortar had to be coloured (by adding mortar dye) so that the new mortar matched the existing mortar seamlessly.
